The Medium - Your Channel To Government ICT Information

In the lead-up to our Federal ICT Market Outlook briefing on 18 March, we take a look behind the Government's announcements about its ICT procurement intentions.  There are signs that this is not a simple “slash and burn” exercise to cut spending: it’s far more strategic.

Top 5 Contracts
Child Support Agency tops the list this week with a $7.6m contract with Telstra Business Services. Medicare reported a contract with IBM GSA ($5.5m), ACC with Canberra Data Centres ($2.2m), Customs reported a 5.5 year contract with SITA that ends on 31 March ($1.8m) and ATO reported a contract with Booz Allen Hamilton ($1.65m).

Federal Government Adopts More Strategic Approach to ICT
Federal Finance Minister, Lindsay Tanner is intent on cutting the Federal ICT budget as part of his quest to significantly reduce overall government spending.  However there are indications that Tanner clearly understands the role of Federal Government purchasing as a key driver in the ICT market. Significant Changes to Federal Agency Procurement Plans
It’s just over 6 months since the release of 2007-08 procurement plans by Federal Government agencies. Intermedium’s scout IT prospecting tool shows that the number of ICT items listed has increased by 13% since they were originally published in July 2007.  There are now 445 ICT procurement plan items listed in scout IT, up from 394 at the start of the 2007-08 financial year.  Read more
Schools Apply for First $100m Funding for PCs
Education Minister, Julia Gillard, announced last week that applications were open for schools to apply for the first round of funding, the first $100m of the billion dollars allocated under the Government’s Digital Education Revolution

The program will provide computers to all students in years 9-12 over the next four years, with schools in greatest need allocated funds in the first round to June 2008.

Following an audit of high schools around Australia, 937 were identified (approximately 300,000 students) that have a ratio of 1:8 (one computer for every eight children) or worse, for students in years 9 to 12. This audit counted only computers that were less than four years old.
 
These schools have now been invited to apply for the first round of funding to increase the level of computers in their schools to a ratio of 1:2.  

Subsequent rounds will provide funding to provide the equivalent of one computer for each child in years 9-12.
 
The Minister said the Federal Government was working withState and Territory governments, and with the Catholic and Independent school sectors, to ensure that the infrastructure required, such as adequate power, would be met.

As mentioned in The Medium article last week, reports from a recent Senate Estimates Committee review of the project suggested approximately 700,000 laptop computers would be needed in order for the Government to deliver on its election promises. This would result in a doubling of demand for laptops in the Australian market.
