The Medium - Your Channel To Government ICT Information

There was good and bad news for ICT in last week's Federal Budget. Cuts to government programs and a 2% productivity dividend will mean reduced funds for most agencies, while several agencies will benefit from new allocations. We'll provide a full analysis of the budget at our briefing on Wednesday.  Click to registerThe other big news last week was the merger of HP and EDS.  We look at the implications for the Federal Government market.

Top 5 Contracts
Reporting of the $227.6m Defence contract with Unisys tops a bumper week for ICT contracts. Also reported is an AFP contract with Dell Financial Services (from 2002), a Defence contract with HP ($7.6m), an ATO contract with Accenture ($6.7m) and a Medicare contract with IBM (5.5m).

HP Takeover of EDS Won't Challenge IBM's Current Market  Dominance
There's been much discussion about HP's proposed takeover of EDS and its positioning to challenge the dominance of IBM.  Intermedium research shows that even in combination with EDS, HP's share of the Federal Government market will still fall well short of the level of IBM's recent Government business.  Read more
Winners and Losers for ICT in Federal Budget 

As expected, there were a range of cuts announced in the Federal budget that will impact Federal ICT spending.  There were also a number of announcements that will result in new spending, including extra spending in Defence and Centerlink. 

Some of the announcements in the 2008-08 budget that will clearly impact Federal ICT spending:

  • 2% productivity dividend imposed on Federal agencies for 2008-09
  • More than 3,000 public service positions to be cut
  • $3.8 billion in cuts to programs and Government services
  • Defence CIO Group allocated an additional $117 million over four years
  • Extra $13.3 million next year for Centrelink's IT Refresh project
  • $1.2 billion for computers-for-schools
  • $4.7 billion for a new fibre-to-the-node network and to extend the national broadband guarantee
  • $125.8 million over four years to establish the Cyber safety Plan

Minister for Human Services, Senator Joe Ludwig last week announced the resignation of Centrelink CEO Jeff Whalan.  After 3.5 years in the role, Jeff Whalan leaves at a time of change for the agency.  Read more
